The Tri River Car Club Council (TRCCC) was established in 1993 with the initial intent of creating fellowship and harmony between the various clubs and coordinating the popular cruising sites around the Pittsburgh area.

Council very quickly found itself in the heat of a battle to keep centralized emissions testing out of the Commonwealth. How centralized emissions testing would affect our hobby became of paramount concern for the officers and board members of TRCCC. With the help of some serious hobbyists, including the late E. David Haddad, a group of truly dedicated stakeholders and volunteers coordinated petition signings, letter writing campaigns and trips to Harrisburg, as well as numerous local meetings. Hobbyists were educated about important issues and items of interest like alternate gasolines. Centralized emissions testing was defeated.

Without the help of Dennis Barbegello, Harrisburg reporter for the Tribune Review, hobbyists would have been left out in the cold and the outcome of their battle would have been quite different. Dennis came to their aid, tirelessly striving to cover all issues involved. Council has nothing but "thank yous" to say to him.

Once centralized testing was defeated, Council and its supporters petitioned Governor Ridge questioning the settlement made with Envirotest, wanting the terms and conditions made public knowledge. [So far, the petition has been ignored.]

Council has also been responsible for the creation of a new license plate for "Collectible Cars". This is very significant for cars not considered Antique, Classic, or Street Rods. This plate covers vehicles with significant engine and exhaust modifications. It is a one-time-fee plate that is exempt from emissions testing.

There have been council sponsored car cruises and rallies in the Greater Pittsburgh Area.

Judges, sanctioned by TRCCC, have been made available to car clubs and charities in the area so that sponsors of shows provide qualified, trained judges for their participants. TRCCC has also designed a ratings sheet that fairly judges cars' best points and flaws and can determine trophy winners as necessary.

For the last two summers, Council has coordinated weekly Sunday night cruises at Quaker Steak & Lube at the Southland Shopping Center in Pleasant Hills.

Membership in TRCCC is open to any car club or individual hobbyist.
